In addition to the numerous sporting and special events planned for this year?s RIMPAC 2012 exercise, Joint Base Pearl Harbor-Hickam (JBPHH) Morale, Welfare and Recreation (MWR) will be sponsoring the RIMPAC Cup.

The cup is a perpetual trophy presented to the ship or command which earns the most total points during RIMPAC 2012. The first in-port sporting events scheduled June 30 through July 9 will count toward the RIMPAC cup.

During the second in-port period scheduled Aug. 2 to 6, points will not count toward the cup, but awards will be given. Competition points are awarded for teams or individuals winning selected tournaments or competitions.

The sports competition program allows maximum participation by all RIMPAC 2012 participants and accounts for the dates that forces arrive in Hawaii.

Visit RIMPAC Central located across from Bravo Piers 23 and 24 and at Hotel Pier for MWR RIMPAC information including trans portation for scheduled off-base excursions, food and beverage vendors, tickets and more.

RIMPAC Central (Bravo Piers and Hotel Piers) will be open 8 a.m. to 11 p.m. June 27 to July 9 and Aug. 1 to 6.

JBPHH MWR will host a variety of athletic and special events during RIMPAC, including tournaments in basketball, soccer, indoor and sand volleyball, softball, singles and doubles tennis and bowling. A RIMPAC 5K run will take place July 5 at 9 a.m. A second 5K run will be held at 9 a.m. Aug. 3. Deadline for entry for the second run is July 11.

The race course will start and finish at RIMPAC Central on Bravo Piers. Water and beverages will be provided and trophies will be awarded.

Other scheduled RIMPAC events include a bench press contest, indoor triathlon, versa climb challenge, swim meet, international military boogie board and surf meet, belly flop contest, kayak race competition, RIMPAC king and queen of the beach and golf tournament.

During RIMPAC there are special rates for bowling. Monday through Friday from 11 a.m. to 9:30 p.m., open bowling will be $2 per game. Cosmic bowling on Friday nights from 5 to 11 p.m. will be $2 per game.

A RIMPAC strong-arm contest is scheduled for 9 a.m. Aug. 4 at the JBPHH Fitness Center. The deadline for entry is July 11. The contest will consist of the most pull-ups contest and longest chin-up hang.

The RIMPAC sailing regatta is scheduled for 9 a.m. to 3 p.m. Aug. 3 at Rainbow Bay marina. Deadline for entry is July 11.

A RIMPAC golf tournament will be held at 12:30 p.m. Aug. 6 at Navy and Marine Golf Course. Deadline for entry is July 11.

Subject to availability, RIMPAC T-shirts will be provided to tournament participants.

Secunia Personal Software Inspector 3.0 Final released

Secunia back in February released a first public beta version of? Personal Software Inspector (PSI) 3.0. The beta version offered a new minimalistic user interface that we found to be most appealing to inexperienced computer users, as it was lacking in terms of information that it provided. Existing PSI users on the other hand may have noticed then that Secunia cut down on the information the program did provide its users with in previous versions. This included the removal of threat ratings, detailed version and program information, as well as links to advisories and other related information.

Secunia PSI 3.0 final is now available on the official project website. It is compatible with 32-bit and 64-bit Windows XP SP3 or newer operating systems. Administrative privileges are required to install and run the program.

When you start the program for the first time you notice that the interface does not seem to have changed at all since the beta version of the application was released in February. All you can do is click on the scan button to have the program scan your system for software installations.

The program versions are then compared with an online database to identify programs that need updating. A system score is generated and displayed based on the update level of the system and its programs.

All programs that require updating are displayed on the top, and depending on those, you may see an installation dialog right away triggered by PSI, or are asked to pick an interface language first before installation commences.

Programs that have not been identified by Secunia right away can be added manually via the add program link. Before you can do that, you may need to add the Secunia website to the list of trusted sites in Internet Explorer (which is used by the program).

If you do not want updates to be installed automatically, you need to disable the preference under rettings > install updates automatically. It would obviously have been better if users were asked on first start whether they wanted to make use of the feature. The preference can be changed before the system is scanned.

You can add or remove drives that you want to scan under Settings as well. By default, only the main drive will be scanned by Secunia PSI.

The only remaining feature is a list of previously installed updates under History. Well, only remaining is not entirely correct, as you can also use the share to Twitter or Facebook feature, or sign-up for the Secunia community.

Closing Words

Part of the program has been dumped down, which I personally do not like at all. The idea was probably to make the program easier to use. All it basically takes is to click on a button to have Secunia scan the system and install programs automatically in most cases.

It is still a useful program to run regularly to make sure your software is up to date.

Areas of Grey: Sex, Desire, Abuse, and Christianity | The Femonite ...

I don?t want to invite the possibility of ever not getting a job, or losing one, because I talked about sex on the Internet once.? Unfortunately this is sadly true in today?s society, which is why I?ve allowed the author to remain anonymous.

Note from the author: This post is a little bit about a previous post on The Femonite and Our Stories Untold about Fifty Shades of Grey and Twilight. Both have been abysmally reviewed and voraciously enjoyed?more about that via your favorite friend, Google. If you haven?t read either book, I think you?ll still digest this post just fine.

When I was growing up, I wasn?t talked to about sex. As a corollary; I was not talked to about sexual abuse, and it was years before I realized that I was abused by a childhood ?friend.? It was longer still before I realized that abuse was ruining my relationships and self-esteem, and longer still before I realized that to get rid of recurring, unwanted touch in my life, I had to be able to articulate what felt comfortable, what crossed my personal boundaries, and what (gasp!) to ask from my partner.

I?m passionate about how we interpret what we read?including the personal stories here?because I carried my story inside for years, and for a variety of reasons. I?m a strong advocate for Reader Response?criticism, for allowing readers to let the personal seep into their interpretations of what they read. Stories tempt us to be didactic?to use them to prove our own points, or to manipulate them into making sense with our worldview. Fun!

But when we approach real, personal stories of abuse and sexuality (which Fifty Shades of Grey,?titillating?though it may be, is not), I believe very strongly in giving the storyteller the final word. If we want for girls to be brave enough to break the silence, we need to lift them up as the ultimate authorities on their own bodies, their own narratives, and their own desires. Sure, sometimes what we need is an expert, or someone who?s been there.?And sometimes, especially after years of being quiet, we need the world to stop asking how past abuse could have been prevented, stop telling us to ditch the loser, stop telling us what our stories mean, or how we can embrace healing. Trust me, victims of abuse consider these possibilities.

We need the world to listen.

Like Katie, I want a happy ending to stories about abuse. Well, actually, we want to stop abuse.Many of the women I know?many of them Christians, some of them Mennonites?have read Fifty Shades of Grey or Twilight. Each of these women is intelligent, well-read, successful, and strong-willed. They are made of sturdier stuff than the women they devour in fiction.

But our best friends and mothers are STILL reading these books. Why?

1. We?re still reading these books because?: We can write it off as voyeurism. Look no further than the church?s official stance, prayerful consideration, or sometime assault on the place of GLBTQ individuals in our congregations and public or their right to sexual expression. As a collective, we somehow believe that what happens between you and your most intimate partners is a matter of public interest. We need to hold you against our own sexual orientation or?as is the case in question?our sexual tastes. Ruth Marston reminds us in her recent post how this began:

?For a couple of millennia abstinence and celibacy were upheld as the ideal models for Christian sexual practice.? Marriage was offered for those who must be depraved enough to be sexually active.? Those relationships outside of marriage were labeled fornication or adultery. This model however fails to provide adequate protection against sexual violence.?

I?ve heard numerous sermons describing the church?s stance on issues of sex and relationships as a means of protecting the church body from heartbreak, from disease, from abuse?any number of very real, very sex-specific consequences. I believe that a new model by which we will protect our congregations from sexual violence also requires that we not perpetrate sexual violence by ostracizing people who quest to experience intimacy that is meaningful to them.I believe that the church can be a community where women and men are supported in a search for an intimacy that is not one-size-fits-all, but we?ll not get there by tip-toe.

2.We?re still reading these books because?: We can see through the character?s predicament into our own. Perhaps, unlike Ana in Fifty Shades of Grey, you are not in a relationship in which your partner experiences arousal from causing you pain. You likely still know the challenges and rewards of balancing your own desires with the desires of other people.Our own experiences may not be quite so dramatic as in BDSM romance novels?but sometimes, they really are.

As women grow, as we enter and fall out of relationships, we need candid conversations about the unmatched importance of knowing your own sexual boundaries and desires if we are going to be able to act well as agents in our intimate relationships. What?s more, we need to be presented with a portrait of sexuality?healthy sexuality?that goes beyond what the stories we?ve been told. Three of the places we get information on sex?the church, media, and porn?each with their own nuanced spin describe sex as something as something it is, but isn?t. Attractive? Magical? Easy? If the church doesn?t weigh in, someone else will. And when the leading information source on sex is pornography, we?re bound to feel inadequate in our experiences.

No couple?s sexual experiences will be completely static or completely fluid, completely without disappointments or completely made up of them. As our church members grow up, they need to hear a candor from our elders that this is to be expected, even celebrated.

For some people, kinky stuff is a viable, enjoyable, communicative, consensual?even ideal way of relating sexually. ?And for others, it?s totally gross and creepy. But inherently unbiblical? I think not.

These books, and books like them invite readers into a world where they meet characters who encounter, explore, and, ultimately, survive situations that might resonate with them. We read to live.

Apple Reminds Teachers And IT Pros About Free Web iPad-In-Education Webcast Series

One of the ways that working in education is different from almost any other industries is the annual summer break. The summer break let?s schools and districts tackle large projects in ways that simply aren?t possible in other fields. Deploying a brand-new network, building an expansion, and taking part in professional development programs are just a few examples.

With the end of the school year, Apple is taking the opportunity to remind schools and educators about a free professional development program that it?s offering. Called the Tune In Series, the program is a series of webcast events covering the iPad and many of the technologies that Apple introduced during its education event in January. The series is running every week through the end of August.

The free program, aimed teachers and IT leaders, covers a range of Apple technologies and their potential impact in the classroom. Each day of the week, Apple will tackle a different technology and will invite questions from the audience.

Some of the webcasts are clearly geared more towards teachers like those covering content creation and iTunes U. Others, most notably the sessions on licensing and Apple Configurator, seem more designed more for IT professionals.

The content creation webcasts looks particularly intriguing as it will cover iLife and iWork (for Mac and iOS) as well as iBooks Author. Similarly the iTunes U webcasts will focus not just on iTunes U as a resource for the classroom, but also on how teachers to produce and distribute their own classes.

The daily sessions, which start noon Eastern time (9:00 a.m. Pacific), have actually been running since the end of April, though Apple appears to be making an effort to remind educators of them now that school is out for the summer. Although focused on educators, the free sessions are open to anyone. Advanced registration is required.

The series is just one of many education webcasts that Apple has offered. Recordings of several previous webcasts are available for free (registration required) on Apple?s education site.

Lawmakers reach compromise on roads, student loans

(AP) ? Facing weekend deadlines for action, congressional leaders have agreed to deals overhauling the nation's transportation programs without a Republican provision forcing approval of the proposed Keystone XL oil pipeline, and avoiding a doubling of interest rates for new student loans, congressional officials said Wednesday.

The agreements underscored the pressures both parties face to avoid angry voters and embarrassing headlines in the run-up to this November's presidential and congressional elections. Letting road-building programs grind to a halt during an economic downturn would be a blow to the image of lawmakers, while Democrats and Republicans alike seemed eager to avoid enraging millions of students and their parents by boosting the costs of college loans.

In contrast, enactment of the transportation measure would create or save 3 million jobs, said Sen. Barbara Boxer, D-Calif., chief sponsor of the Senate version of the bill. And the student loan measure would spare an estimated 7.4 million students who get subsidized Stafford loans beginning July 1 ? this Sunday ? from facing $1,000 in higher interest costs over the lives of their loans, which typically take over a decade to repay.

Congressional leaders were planning to combine the highway and student loan measures into a single bill to reduce potential procedural obstacles and hoped for final approval this week. Lawmakers would then leave Washington for a July 4 recess.

The two-year highway bill would prevent the government's authority to spend money on highways, bridges and transit systems from lapsing on Saturday, along with its ability to collect gasoline and diesel taxes. With both parties checkmating each other's top priorities this campaign season, Democrats and Republicans say the highway measure will be Congress' top job-creation initiative until the November elections.

"This is the jobs bill for the 112th Congress," said House Transportation Committee Chairman John Mica, R-Fla.

As the price for the highway agreement, lawmakers said Republicans dropped a House-approved provision requiring the government to approve the proposed Keystone pipeline, which is to move oil from western Canada to Texas' Gulf Coast.

Pipeline approval ? which prompted a veto threat from President Barack Obama ? has been a top goal this election year for the GOP, which has pitted its claims that it would create jobs against environmental worries that it could accelerate global warming and endanger Midwestern water supplies.

Republicans also agreed to abandon language blocking the Environmental Protection Agency from regulating the toxic ash generated by coal-fired power plants, lawmakers said. The ash is used as an ingredient in some types of cement.

In return, House Republicans won Senate concessions that would halve the time allowed for environmental reviews for highway projects, and squeeze money for bike paths and pedestrian safety projects by forcing them to compete with other transportation projects, said congressional aides and environmental lobbyists.

The bill would give states more flexibility in spending federal money, impose new safety regulations and expand a federal loan guarantee program to encourage private investments in transportation projects.

Despite the measure's short-term impact, the bill delays for two years decisions about a long-term funding scheme for highway and transit programs. Gas and diesel taxes no longer cover the cost of transportation programs and are forecast to bring in less revenue as the fuel efficiency of cars and trucks increases.

President Barack Obama spent weeks this spring touring college campuses and lambasting Republicans for not pushing a freeze on student loan rates through Congress. GOP presidential challenger Mitt Romney, looking to avoid handing Obama an issue, quickly said he favored the interest rate extension and congressional GOP leaders did too, though some Republicans think the government should not spend money to keep loan rates low.

The student loan pact would keep today's 3.4 percent interest rates on subsidized Stafford loans from doubling for new loans approved beginning on Sunday, an automatic increase that Congress enacted five years ago to save money. If they did double, it would affect 7.4 million students expected to get the loans over the 12 months beginning July 1, adding $1,000 to the interest costs of the typical borrower over each loan's life.

The tentative agreement was on the same package Senate Majority Leader Harry Reid, D-Nev., and Senate Minority Leader Mitch McConnell, R-Ky., had said Tuesday that they had shaken hands on, said a congressional Republican who spoke on condition of anonymity to describe the measure's status. McConnell said he expected the House to accept the agreement.

"We're moving, I think, towards an agreement on a transportation bill that would also include a one-year fix on the student loan rate increase," Boehner told reporters early Wednesday after meeting privately with House Republicans.

Some GOP lawmakers at that meeting said Boehner seemed to favor the emerging deal and said it received a positive reception.

"The general sense is there's a tremendous amount of support for getting it done," said Rep. Tom Reed, R-N.Y. "That's what's going to drive it across the finish line."

The two parties spent the last several weeks dueling over how to pay for the $6 billion cost of the student loan bill.

Under the agreement, the government would raise $5 billion by changing how companies calculate the money they have to set aside for pensions. That change would make their contributions more consistent from year to year and in effect reduce their payments initially, lowering the tax deductions they receive for their pension contributions.

Another $500 million would come from increasing the fees companies pay for the government to insure their pension plans, linking those fees to inflation.

In addition, $1.2 billion would be saved by limiting federal subsidies of Stafford loans to six years for undergraduates.

Lawmakers decided to wrap in another Senate bill to reauthorize the national flood insurance program for five years.

The program, which provides federally backed insurance for 5.6 million households and businesses, many in flood-prone areas, has gone deeply into the red from claims after Hurricane Katrina in 2005. The Senate legislation would try to return the program to fiscal soundness through such steps as allowing premium increases and reducing subsidies for vacation homes.

(AP) ? Heat and flames from a destructive wildfire threatening Colorado's second-largest city were too intense Wednesday morning for authorities to fully assess the damage it caused overnight.

Officials don't know how many houses have been destroyed in the towering blaze that has forced mandatory evacuations for more than 32,000 residents, Colorado Springs emergency management director Brett Waters said. Among those urgently evacuated Tuesday evening were residents at the U.S. Air Force Academy.

The blaze doubled in size overnight to about 24 square miles, fire information officer Rob Dyerberg said.

Heavy smoke and ash billowed from the mountain foothills west of the city. Bright yellow and orange flames flared in the night, often signaling another home lost to the Waldo Canyon Fire, the No. 1 priority for the nation's firefighters.

"It was like looking at the worst movie set you could imagine," Gov. John Hickenlooper said after flying over the 9-square-mile fire late Tuesday. "It's almost surreal. You look at that, and it's like nothing I've seen before."

With flames cresting a ridge high above its campus, the Air Force Academy told more than 2,100 residents to evacuate 600 households.

As curtain of flame and smoke hung above the academy's Falcon Stadium late Tuesday, billowing gray clouds formed a backdrop to its aluminum, glass and steel Cadet Chapel, an icon of the academy. Elsewhere, police officers directing traffic and fleeing residents covered their faces with T-shirts and bandanas to breathe through the smoke.

"This is a firestorm of epic proportions," Colorado Springs Fire Chief Richard Brown said.

Christine Williams and her daughter Serina saw flames consuming grass just 30 yards from their northwest Colorado Springs apartment complex when they fled.

"It was pretty close," Serina Williams said Wednesday. "It was too close for comfort, that's for sure. It's like we've had our life swiped out from underneath us."

Sarah Safranek was in tears as she sought information about her house.

"Right now I'd rather not know," she said.

Thunderstorms are expected near the blaze in the afternoon, but incident commander Rich Harvey says they could bring unpredictable winds that would hinder firefighters' efforts near the city of 419,000 people.

The fire is about 5 percent contained, Harvey said.

Throughout the interior West, firefighters have toiled for days in searing, record-setting heat against fires fueled by prolonged drought. Most, if not all, of Utah, Colorado, Wyoming and Montana were under red flag warnings, meaning extreme fire danger.

The nation is experiencing "a super-heated spike on top of a decades-long warming trend," said Derek Arndt, head of climate monitoring at the National Climatic Data Center in Asheville, N.C.

Elsewhere in Colorado, the 136-square-mile High Park Fire has destroyed 257 homes, authorities said. That fire was triggered by lightning June 9.

And elsewhere in the West:

? A blaze in central Utah has burned down 56 structures, the majority of which are homes, officials said Wednesday. Authorities are about halfway through their damage assessment of a fire that has burned about 46,000 acres, or 72 square miles. Officials returned to an evacuated area and found a woman dead Tuesday.

? A wildfire north of Billings, Mont., caused hundreds of families to be evacuated from their homes as the blaze burned more than 18,000 acres, or about 28 square miles. Musselshell County Attorney Kent Sipe told The Billings Gazette that at least 60 homes had burned.

? A wildfire in the Bridger-Teton National Forest has grown from about 2,000 acres to 12,000 acres, or nearly 19 square miles, officials said Wednesday.

(AP) ? Forty-three Ethiopians and Somalis who paid to be smuggled from their homelands in search of better living conditions died in the back of a crowded, suffocating truck, an official said Wednesday.

Deputy Home Affairs Minister Pereira Silima on Wednesday said it was sad that so many people died from the illegal smuggling scheme.

Tanzania's state television said the dead bodies were thrown off the truck and dumped in the bush after the driver of the truck realized on Tuesday that some of the people he was smuggling had perished. Some 70 people in the truck survived and are receiving medical treatment and being questioned by police.

Tanzania lies on a smuggling route Africans use to travel to South Africa, where there are more economic opportunities.

Area residents were the first to report the deaths because of a foul smell. The deceased have been taken to the hospital in Dodoma, Tanzania's new capital city.

"It is extremely sad and unfortunate that people die by using wrong and self-torturing means to illegally transport themselves to other destinations," Silima said.

The immigrants were said to be on their way to South Africa in hopes of finding better jobs. Many immigrants pay agents between $3,000 and $4,000 to reach Africa's southernmost country. The illegal trip passes through Kenya, Tanzania, Malawi or Zambia, Zimbabwe or Botswana and then into South Africa. The shipping containers that the immigrants are crammed into can be changed several times before reaching South Africa.

The latest smuggling tragedy came less than a week after an overloaded boat carrying about 60 immigrants from Ethiopia capsized in Lake Malawi's waters. All aboard were feared to have drowned. Three Malawian human traffickers were arrested.

Possible outcomes in pending health care law case

WASHINGTON (AP) ? Saving its biggest case for last, the Supreme Court is expected to announce its verdict Thursday on President Barack Obama's health care law. The outcome is likely to be a factor in the presidential campaign and help define John Roberts' legacy as chief justice. But the court's ruling almost certainly will not be the last word on America's tangled efforts to address health care woes. The problems of high medical costs, widespread waste and tens of millions of people without insurance will require Congress and the president to keep looking for answers, whether or not the Affordable Care Act passes the test of constitutionality.

A look at potential outcomes:

Q: What if the Supreme Court upholds the law and finds Congress was within its authority to require most people to have health insurance or pay a penalty?

A: That would settle the legal argument, but not the political battle.

The clear winners if the law is upheld and allowed to take full effect would be uninsured people in the United States, estimated at more than 50 million.

Starting in 2014, most could get coverage through a mix of private insurance and Medicaid, a safety-net program. Republican-led states that have resisted creating health insurance markets under the law would have to scramble to comply, but the U.S. would get closer to other economically advanced countries that guarantee medical care for their citizens.

Republicans would keep trying to block the law. They will try to elect likely presidential candidate Mitt Romney, backed by a GOP House and Senate, and repeal the law, although their chances of repeal would seem to be diminished by the court's endorsement.

Obama would feel the glow of vindication for his hard-fought health overhaul, but it might not last long even if he's re-elected.

The nation still faces huge problems with health care costs, requiring major changes to Medicare that neither party has explained squarely to voters. Some backers of Obama's law acknowledge it was only a first installment: Get most people covered, then deal with the harder problem of costs.

Q: On the other hand, what if the court strikes down the entire law?

A: Many people would applaud, polls suggest.

Taking down the law would kill a costly new federal entitlement before it has a chance to take root and develop a clamoring constituency, but that still would leave the problems of high costs, waste and millions uninsured.

Some Republicans in Congress already are talking about passing anew the more popular pieces of the health law.

But the major GOP alternatives to Obama's law would not cover nearly as many uninsured, and it's unclear how much of a dent they would make in costs. Some liberals say Medicare-for-all, or government-run health insurance, will emerge as the only viable answer if Obama's public-private approach fails.

People with health insurance could lose some ground as well. Employers and insurance companies would have no obligation to keep providing popular new benefits such as preventive care with no copayments and coverage for young adults until age 26 on a parent's plan. Medicare recipients with high prescription drug costs could lose discounts averaging about $600.

Q: What happens if the court strikes down the individual insurance requirement, but leaves the rest of the Affordable Care Act in place?

A: Individuals would have no obligation to carry insurance, but insurers would remain bound by the law to accept applicants regardless of medical condition and limit what they charge their oldest and sickest customers.

Studies suggest premiums in the individual health insurance market would jump by 10 percent to 30 percent.

Experts debate whether or not that would trigger the collapse of the market for individuals and small businesses, or just make coverage even harder to afford than it is now. In any event, there would be risks to the health care system. Fewer people would sign up for coverage.

The insurance mandate was primarily a means to an end, a way to create a big pool of customers and allow premiums to remain affordable. Other forms of arm-twisting could be found, including limited enrollment periods and penalties for late sign-up, but such approaches probably would require congressional cooperation.

Unless there's a political deal to fix it, the complicated legislation would get more difficult to carry out. Congressional Republicans say they will keep pushing for repeal.

Without the mandate, millions of uninsured low-income people still would get coverage through the law's Medicaid expansion. The problem would be the 10 million to 15 million middle-class people expected to gain private insurance under the law. They would be eligible for federal subsidies, but premiums would get more expensive.

Taxes, Medicare cuts and penalties on employers not offering coverage would stay in place.

Q: What if the court strikes down the mandate and also invalidates the parts of the law that require insurance companies to cover people regardless of medical problems and that limit what they can charge older people?

A: Many fewer people would get covered, but the health insurance industry would avoid a dire financial hit.

Insurers could continue screening out people with a history of medical problems ? diabetes patients or cancer survivors, for example.

That would prevent a sudden jump in premiums. But it would leave consumers with no assurance that they can get health insurance when they need it, which is a major problem that the law was intended to fix.

Obama administration lawyers say the insurance requirement goes hand in hand with the coverage guarantee and cap on premiums, and they have asked the court to get rid of both if it finds the mandate to be unconstitutional.

One scenario sends shivers through the health care industry: The Supreme Court strikes down the mandate only, and delegates other courts to determine what else stays or goes.

Q: What happens if the court throws out only the expansion of the Medicaid program?

A: That would limit the law's impact severely because roughly half of the more than 30 million people expected to gain insurance under the law would get it through the expansion of Medicaid, the federal-state health insurance program for low-income people.

But a potentially sizable number of those low-income people still might be eligible for government-subsidized private insurance under other provisions. Private coverage is more expensive to subsidize than Medicaid.

States suing to overturn the federal law argue that the Medicaid expansion comes with so many strings attached it amounts to an unconstitutional power grab by Washington. The administration says the federal government will pay virtually all the cost and says the expansion is no different from ones that states have accepted in the past.

Q: What happens if the court decides that the constitutional challenge is premature?

A: The wild card, and least conclusive outcome in the case, probably also is the most unlikely, based on what justices said during oral arguments.

No justice seemed inclined to take this path, which involves the court's consideration of a technical issue.

The federal appeals court in Richmond, Va., held that the challenge to the insurance requirement has to wait until people start paying the penalty for not purchasing insurance. The appeals court said it was bound by the federal Anti-Injunction Act, which says federal courts may not hear challenges to taxes, or anything that looks like a tax, until after the taxes are paid.

So if the justices have trouble coming together on any of the other options they could simply punt.

The administration says it doesn't want this result. Yet such a decision would allow it to continue putting the law in place, postponing any challenge until more of the benefits are being received. On the other hand, it might give Republicans more ammunition to press for repeal in the meantime.
